From Efficiency to Inclusivity: Evaluating Morocco’s Government Digital Platforms in the Context of the B-Ready Report

Morocco's business environment is undergoing a significant transformation through the adoption of digital platforms, such as CRI-INVEST, Rokhas, and the Moroccan Public Procurement Portal. These platforms represent a strategic shift toward improving administrative efficiency, transparency, and regulatory quality. This study addresses the critical issue of how digital transformation aligns with the World Bank's B-Ready report criteria to foster a more resilient and inclusive business climate in Morocco. Employing a qualitative case study approach, the research involves document analysis, interviews with key stakeholders, and user surveys to evaluate the platforms' impact. The B-Ready criteria serve as the analytical framework, enabling a comprehensive assessment of the platforms' contributions to the business environment. The results indicate that these digital platforms have significantly improved investment facilitation, authorization processes, and public procurement transparency. These improvements align with the B-Ready report's emphasis on better governance and economic resilience. However, challenges such as digital literacy and user experience were also identified, indicating areas for further enhancement. This study contributes to the literature on digital transformation in public administration and provides practical insights for policymakers aiming to optimize Morocco's business environment in line with international standards.Downloads
