Résumé

In a globalized world moving towards the disappearance of economic borders, the competitiveness of countries has become a strategic issue that is no longer merely a matter of resources but also of optimizing their use. In this context, the governance of public organizations is crucial for ensuring better decision-making, the proper functioning of operations, and effective control within these organizations. In this regard, management paradigms in public organizations have evolved, transitioning from Max Weber’s traditional bureaucratic model to New Public Governance (NPG). The objective of this research is to highlight the organizational transformations within public organizations by theoretically examining the contributions, limitations, and challenges of three paradigms: bureaucracy, New Public Management (NPM), and NPG. The analysis reveals that NPG, based on collaboration, co-production, and networks, better addresses the complex challenges of the modern public sector by promoting more democratic and participatory governance.
