International Academic Cooperation and Soft Power: An Integrative Literature Review and a Proposed Conceptual Framework

As higher education becomes increasingly internationalized, academic cooperation has become a strategic lever enabling States to strengthen their attractiveness and their influence on the international stage. In this perspective, the concept of soft power offers a relevant analytical framework for understanding the contribution of academic cooperation initiatives to countries' international standing. This article aims to analyze the relationships between international cooperation in higher education and the soft power of countries through a review of the conceptual, theoretical and empirical literature. After presenting the main conceptual and theoretical foundations, the study synthesizes the findings of empirical research on the effects of university partnerships, student mobility, scholarship programs and joint academic projects on the image, reputation, attractiveness and influence of host countries. The analysis shows that these various forms of academic cooperation constitute major instruments of educational diplomacy and contribute significantly to the development of States' soft power. Building on the lessons drawn from the literature, the article proposes an integrative conceptual model explaining the influence of the four dimensions of international academic cooperation on the perceived soft power of the host country and formulates the corresponding research hypotheses. Finally, it opens avenues for future research by proposing an exploratory qualitative study among international students in Morocco, aimed at refining the conceptual model and adapting the selected dimensions to the Moroccan context, ahead of a future empirical validation.Downloads
